Dear TCEQ Management and Staff:

The Board of Directors of the Goldenwood West Water Supply Corporation has voted to oppose the Hays County WCID#1 (HCWID #1) sewer plant expansion and direct discharge application. The Goldenwood Water Supply Corporation is owned and services 176 property owners in the Goldenwood West Subdivision , located approximately 10 miles west if Hwy 290 on FM1826.

Goldenwood West is located near Little Bear Creek and our wells tap into the Hays-Trinity and Glen Rosa strata. Our concern is that direct discharge system will affect our water supply. Allowing discharge water in Bear Creek under any circumstance will provide, if not guarantee, the opportunity for toxins, bacteria, and other foreign elements into our water supply. The risk for contamination of our and our neighbor’s water supply is too high to approve such a request. The risk is that the water supply in much of North Hays County would be adversely affected by a water discharge sewer plant. There are too many water wells in the area to consider such a plan.

We would request that Non-discharge permit be the only option allowed. Further, in the event the application is approved, we would request clear definition and assignment of financial liability in case of contamination to the underground water supply. If we have to develop an alternative water supply, who will pay for it, and will this be bonded to cover such risk? This risk should be bonded by those who are proposing to build the sewer treatment plant.

We respectfully request a hearing on the matter and that we are notified of such a hearing.
